Allowing the Department of Corrections and Rehabilitation to include an equivalent digital photograph in a specified notice, instead of the glossy photograph, to the Chief of Police of the city, and the Sheriff of the county in which an inmate will reside or in which a placement will be made, and to the victim of the crime for which the inmate was convicted or the next of kin.
