Relates to general provisions relative to identification and regulation of motor vehicles and traffic, so as to require policies that prohibit law enforcement officers from using race or ethnicity in determining whether to stop a motor vehicle,requires annual training of law enforcement officers on such policies,requires officers to document the race, ethnicity, and gender of drivers and passengers under certain circumstances,provides for related matters,repeals conflicting laws.
