An act to amend Section 52.1 of the Civil Code, to amend Section 1029 of the Government Code, and to amend Sections 832.7, 13503, 13506, 13510, 13510.1, and 13512 of, to amend the heading of Article 2 (commencing with Section 13510) of Chapter 1 of Title 4 of Part 4 of, and to add Sections 13509.5, 13509.6, 13510.15, 13510.8, 13510.85, and 13510.9 to, the Penal Code, relating to public employment, and making an appropriation therefor.

Eliminates certain immunity provisions for peace officers or public entities employing peace officers sued under the Tom Bane Civil Rights Act. Authorizes specified persons to bring an action for the death of a person caused by a violation of the Act. Grants the Commission on Peace Officer Standards and Training the power to investigate and determine the fitness of any person to serve as a peace officer in the state. Creates the Peace Officer Standards Accountability Division.
