Revises the definition of crime to include an incident in which an individual sustains injury or death as a result of an encounter with a peace officer, regardless of whether the peace officer is arrested for, charged with, or convicted of committing a crime. Prohibits the Victim Compensation Board from denying an application, in whole or in part, based upon a deceased victim’ s involvement in the events leading to the qualifying crime if the victim’ s death occurred as a result of the crime.
