An act to amend Sections 13951 and 13956 of the Government Code, relating to victim compensation, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately

Revises the definition of crime to include the use of excessive force by a law enforcement officer regardless of whether the officer is arrested or charged with commission of a crime or public offense. Prohibits the board from denying an application based upon the victim’ s involvement in the crime, upon the victim’s failure to cooperate, based solely on a police report or the lack thereof, or based upon whether the law enforcement officer was arrested or charged with a crime.
