Requires Department of Public Safety Standards and Training to investigate persons character before accepting person for training and certification as police officer or reserve officer,directs department to adopt rules prohibiting officers from racist behaviors,requires law enforcement agency that obtains evidence that law enforcement officer has engaged in racist behavior to provide evidence to district attorney within 14 days.
