Relates to handheld speed monitoring devices,authorizes the Department of State Police and local law enforcement agencies to operate handheld photo speed monitoring devices, defined in the bill, in or around highway work zones for the purpose of recording images of vehicles that are traveling at a certain speed above the posted highway work zone speed limit within such highway work zone when workers are present.
