Use of force by peace officers,creating new provisions

Provides that a peace officer may not use force that limits ability of person to breathe, including but not limited to choke holds,directs the Board of Public Safety Standards and Training to adopt rules prohibiting the training of police officer and reserve officers to use physical force that impedes the normal breathing or circulation of blood of another person by applying pressure on the throat or neck of another person.
