Any state that receives funding from the Omnibus Crime Control and Safe Streets Act must report any discharge of a firearm that results in the death of a civilian to the AG (along with a lot of other demographic and case specific information – can be found in bill). Any state that does not comply will receive a 10% cut in their funding for the next fiscal year (and will be redistributed to a state that has complied). If after 5 years after the initiation of the act a state is still not compliant, the cut in funding is 20%. Each year, the AG will publish a public report that details all the information provided to him.
