Relates to body camera recordings by law enforcement officers,defines the term critical incident,requires a law enforcement agency to disclose a body camera recording, or a portion thereof, which depicts a critical incident as soon as the recording ceases to be active criminal intelligence information or active criminal investigative information.

Relates to administration of justice,revises the rate of compensation for jurors,requires law enforcement agencies that employ law enforcement officers being investigated for use of force by a citizen review board to include a member of the citizen review board as part of the law enforcement agency investigative team,requires the county commission or other governing body of each county to establish by a specified date a citizen review board with the authority and ability to independently investigate.

Relates to citizen review boards,requires law enforcement agencies that employ law enforcement officers being investigated for use of force by citizen review board to include member of citizen review board as part of law enforcement agency’s investigative team,requires county commission or other governing body of each county to establish citizen review board with authority and ability to independently investigate law enforcement agencies within that county.

Relates to investigations of officer involved deaths,requires that each law enforcement agency have a written policy regarding the investigation of officer involved deaths,authorizes internal investigations under certain circumstances,authorizes compensation for certain investigations to be determined in a manner consistent with mutual aid agreements.

Relates to DNA evidence collected in sexual offense investigations,designates Act Gails Law,requires Department of Law Enforcement, by specified date, to create and maintain statewide database for tracking sexual offense evidence kits,provides database requirements,requires participation,requires Department of Law Enforcement to ensure that alleged sexual offense victims and certain other persons are notified of or have access to information regarding such kits and evidence.

Relates to misconduct by law enforcement officers,requires law enforcement agencies to collect and report specified data to the Department of Law Enforcement concerning the use of force incidents and other interactions with the public,requires law enforcement agencies to establish Early intervention systems for officer misconduct,requires the Department of Law Enforcement to establish a program that standardizes definitions of, training related to, and consequences for misconduct by law enforcement.

Relates to local law enforcement agencies,redesignates Criminal Justice Standards and Training Commission as Public Safety Standards, Training, and Accreditation Commission,revises commission membership,requires cities and counties to create public safety departments,specifies divisions of such departments,limits when law enforcement officers may initiate traffic stops,provides for duties of law enforcement officers at accident scenes,provides for traffic monitors.
