Amends the Juvenile Court Act of 1987 and the Code of Criminal Procedure of 1963. Provides that an oral, written, or sign language statement of a minor, who at the time of the commission of the offense was under 18 years of age, made as a result of a custodial interrogation conducted at a police station or other place of detention on or after the effective date of the amendatory Act shall be presumed to be inadmissible

Provides that upon request of a law enforcement agency or a public safety answering point on behalf of a law enforcement agency, a wireless service provider shall provide call location information concerning the telecommunications device of a user to the requesting law enforcement agency or public safety answering point, prohibits such request in relation to responding to a situation that involves risk of death or serious physical harm

Amends the Unified Code of Corrections, provides that if the court finds that an offender sentenced to a term of imprisonment for a felony meets the eligibility requirements of the Department of Corrections, the court may in its sentencing order approve the offender for placement in the impact incarceration program and the Department shall accept the offender in the program.

Creates the Reporting of Deaths in Custody Act,provides that in any case in which a person dies while in the custody of: any law enforcement agency, a local or State correctional facility in the State, or a peace officer or as a result of the peace officer’s use of force, the law enforcement agency shall investigate and report the death in writing to the Attorney General, no later than 30 days after the date on which the person in custody or incarcerated died.

Measures to improve police transparency, accountability, and create standards and limitations for use of force. Establishes multiple pretrial reforms including abolishing cash bail and expanding data collection. Replaces possible punishments during traffic stops from arrests to citations. Limits mandatory minimums and reduces prison gerrymandering.

Provides if and only if House Bill 3653 of the 101st General Assembly becomes law, amends the Criminal Code of 2012,removes, in a section regarding prohibited use of force by a peace officers, provisions prohibiting the discharge of kinetic impact projectiles and all other non-or less-lethal projectiles in a manner that targets the head, pelvis, or back.

Amends the Criminal Code of 2012, provides that independent of any criminal prosecution or the result of a criminal prosecution, any person suffering injury as a result of a hate crime may bring a civil action for damages, injunction or other appropriate relief if the hate crime was caused by disorderly conduct committed by transmitting or causing to be transmitted in any manner to any peace officer, public officer or public employee.

Amends the Code of Criminal Procedure of 1963, provides that at any time upon the recommendation of the state’s Attorney of the county in which the defendant was sentenced, the state’s Attorney may petition the sentencing court or the sentencing court’s successor to resentence the offender if the original sentence no longer advances the interests of justice, provides that the sentencing court or the sentencing court’s successor may resentence the offender if it finds that the original sentence.

Amends the Department of State Police Law, the State Finance Act, the State Property Control Act, the Firearm Dealer License Certification Act, the Vehicle Code, the Criminal and Traffic Assessment Act, and the Unified Code of Corrections, provides for the transfer of the remaining balance from various specified Funds into other specified Funds, dissolves the transferring Funds, provides that any future deposits due to and any outstanding obligations or liabilities of the transferring Funds shall pass.

Amends the Code of Criminal Procedure of 1963,provides that Grand Jury proceedings involving the investigation of the excessive use of force by a peace officer and the discharge of a firearm by a peace officer that result in death or any bodily harm are open to the public,defines excessive use of force and peace officer.
