Relates to special prosecutor to investigate deadly force,requires the attorney general to randomly select a special prosecutor from a statewide special prosecuting attorney pool to prosecute a case involving a law enforcement officer who kills or causes serious bodily injury to another person through the use of deadly force.

Relates to investigations of police officers,requires the State Police department to investigate when a law enforcement officer uses force in attempting to apprehend or gain physical control of a person resulting in death or serious bodily injury to the person,requires the law enforcement agency that employs the law enforcement officer to cooperate with the department in its investigation, but not to participate in the investigation, or conduct an internal administrative investigation.

Relates to police misconduct complaint process,requires the Attorney General to establish not later than January 1, 2022, an online portal and telephone hotline to receive complaints regarding police officer misconduct, including anonymous complaints,requires a county, city, or town that has a police department to adopt an ordinance establishing an accountability office that is not a part of the police department, and receives and investigates police misconduct complaints, including anonymous complaints.

Defines breach of peace and law enforcement officer for purposes of election law,includes an identification document issued by a Native American Indian tribe or band for purposes of proof of identification,specifies to whom a watcher must report any violation of election laws,requires prior consent of an inspector for a watcher to object to any other precinct election officer concerning an alleged violation of election laws,allows for the removal and revocation of credentials.
