Relates to school resource officers,provides that the Indiana secured school fund may be used to employ a law enforcement officer who has completed at least 40 hours of certified school resource officer training,provides that, after a specified date, a law enforcement officer or a school security officer must complete 40 hours of certified school resource officer training before the law enforcement officer or school security officer may be employed or enter into a contract with a school corporation.

Relates to resisting or interfering with law enforcement,provides that the offense of resisting or interfering with law enforcement is a Level 5 felony if the person has two or more prior unrelated convictions for resisting or interfering with law enforcement,makes conforming amendments.

Relates to survivors’ benefits,provides that a participant in the State Excise Police, Gaming Agent, Gaming Control Officer, and Conservation Enforcement Officers’ Retirement Plan, who dies after a specified date, is not required to have a minimum number of years of creditable service in the EG&C plan at the time of the participant’s death in order for the participant’s nominated survivor to be entitled to receive survivors’ benefits.

Relates to driver instructions of law enforcement procedures,requires the Bureau of Motor Vehicles to include in any driver’s manual published by the bureau a description of law enforcement procedures during a traffic stop, and actions a motorist should take during a traffic stop, including appropriate interactions with law enforcement officers,requires the Driver Education Advisory Board to consult with the Commissioner of the Bureau of Motor Vehicles and the state police department.

Relates to fire fighters and police officers,provides that a political subdivision served by a volunteer fire department may make contributions to the Public Employees’ Defined Contribution Plan for the members of the volunteer fire department in an amount determined by the governing body of the political subdivision,provides that the obligation to provide insurance coverage supersedes the obligation of another medical insurance carrier.

Relates to parental notice of juvenile arrest at school,requires that a law enforcement officer who arrests a child on school property or at a school-sponsored event must make a reasonable attempt to notify the child’s parent, guardian, or custodian before the child can be moved to a different location.

Relates to racial profiling and pretextual stops,prohibits a law enforcement agency or a law enforcement officer from engaging in racial profiling or conducting pretextual stops,requires a law enforcement agency to adopt a detailed policy that defines the elements of racial profiling and pretextual stops, and requires a law enforcement agency to collect certain data relating to stops made by law enforcement officers.

Relates to interfering with public safety,renames the offense of interfering with law enforcement to interfering with public safety,provides that a person who enters a marked off area after having been denied entry by an emergency medical services provider commits interfering with public safety.
