State: Kentucky

Prohibits law enforcement agencies, law enforcement officials, employees of a law enforcement agency or public agencies, public officials, or employees of a public agency or public institution from enacting, adopting, or otherwise enforcing any sanctuary policy,requires law enforcement officials, representatives, agents, and employees of law enforcement agencies, public officials, representatives, agents, and employees of public agencies to use their best efforts.

Creates to specify definitions for assault weapons, large capacity ammunition feeding devices, and ammunition sellers,requires background checks for private firearms sales,requires reporting to law enforcement of firearm and ammunition thefts and losses,requires the safe storage of firearms,requires an estate’s inventory to list each firearm,requires judges, when issuing an order of protection, to consider whether a person against whom the order is entered should be prohibited from owning a firearm.

Provides definitions and establishes an Officer Shooting Review Board to investigate any shooting of an individual by a law enforcement officer or officers or any deadly incident involving law enforcement,sets requirements for board members,provides duties of the board,specifies requirements related to investigatory work performed by the State Police Critical Incident Response Team on behalf of the board,establishes investigatory procedures and protocols,provides requirements for submission.

Defines assault weapons and large-capacity ammunition-feeding devices,criminalizes possession and transfer of unregistered large-capacity ammunition-feeding devices,establishes a large-capacity ammunition-feeding device registration program under the Department of Kentucky State Police and to authorize a fee and trust account and make an appropriation,criminalizes the possession of unregistered assault weapons and to require the owners of registered assault weapons to store the weapons.

Requires local law enforcement agencies and Kentucky State Police to enforce immigration laws,defines terms, including sanctuary and sanctuary policy,prohibits local governments from adopting sanctuary policies,establishes hearing procedures for determination of sanctuary status,provides for the withholding of state funding from sanctuaries,prohibits postsecondary educational institutions from enrolling, employing or contracting with illegal aliens.

Requires local law enforcement agencies and Kentucky State Police to enforce immigration laws,defines terms, including sanctuary and sanctuary policy,prohibits local governments from adopting sanctuary policies,establishes hearing procedures for determination of sanctuary status,provides for the withholding of state funding from sanctuaries,prohibits postsecondary educational institutions from enrolling, employing or contracting with illegal aliens.

Defines female genital mutilation and create the Class B felony of female genital mutilation,requires the Department for Public Health in the Cabinet for Health and Family Services to develop, produce, and disseminate educational materials related to female genital mutilation,requires law enforcement training on female genital mutilation,requires a conviction of female genital mutilation to result in mandatory revocation of a physician’s license,permits civil action for female genital mutilation.
