Aids municipalities in the issuance of concealed handgun permits,requires the Department of Public Safety, Chief of the State Police upon request to provide assistance in conducting a background check for a concealed handgun permit for a municipality that has not designated the Chief of the State Police as the issuing authority for concealed handgun permits.

Criminalizes calls made to emergency services based on racial profiling,adds to the crime of false public alarm or report knowingly giving or causing to be given false information about another person to a law enforcement officer, a member of a firefighting agency, including a volunteer fire department, or a public safety answering point or any other person knowing that the other person is likely to communicate the information to a law enforcement officer, a member of a firefighting agency.

Regards the review of law enforcement use of deadly force,requires the Attorney General to complete an investigation of and submit the findings regarding the use of deadly force by a law enforcement officer to the Attorney General’s Deadly Force Review Panel within 180 days of receiving notice of the use of deadly force.

Requires a law enforcement officer, prior to forcibly entering a location that is the subject of a search warrant, to announce the law enforcement officer’s authority to execute the warrant and the purpose for which the warrant was issued,provides that this requirement does not apply if the authority issuing the warrant clearly states that providing such notice would create an imminent risk of death or bodily harm to a law enforcement officer or an individual in the location.

Authorizes transport officers to transport prisoners to and from court pursuant to a writ of habeas corpus and to provide safe and secure custody of prisoners during the proceedings, as directed by the court,allows a transport officer to use a reasonable degree of nondeadly force and deadly force, based on the provisions applicable to law enforcement officers,clarifies the power of corrections personnel to use force by eliminating the current law’s cross-reference.

Prohibits the use of no-knock warrants, which are warrants that Allows the executing authority to forcibly enter a location that is the subject of a search warrant without first announcing the authority to execute the warrant and the purpose for which the warrant was issued,applies to law enforcement officers and any employee of the State or a political subdivision of the State.
