The Fiscal 2021 recommended budget totals $3.87 billion, including $3.0 billion for operating expenses and
$823.2 million for capital investments. The General Fund budget totals $1.93 billion, a 1.8% decrease from the
Fiscal 2020 Adopted Budget. The Fiscal 2021 recommendation is organized around my five key priorities: Chil‐
dren and Families, Public Safety, Clean and Healthy Communities, Equitable Neighborhood Development, and
Innovative Government.

Repeals the Law Enforcement Officers’ Bill of Rights,provides that the Police Department of Baltimore City is an agency and instrumentality of the City of Baltimore, instead of the State,authorizes a judge to issue a certain “no-knock” search warrant only under certain circumstances,provides that an individual attending a public institution of higher education is exempt from paying tuition if the individual intends to become a police officer under certain circumstances.

Authorizes the Office of Legislative Audits to compel by subpoena or otherwise certain records and the appearance of a person under oath as a witness,authorizes the Office to coordinate an investigation with certain law enforcement units,requires certain law enforcement units to cooperate and share information as needed to further an investigation.

Alters the procedures used by the Police Commissioner of Baltimore City to award promotional appointments,authorizes the Commissioner to remove certain applicants from the list of eligible appointees if the Civilian Review Board has sustained a certain misconduct complaint against the applicant between the time the applicant applied for the promotion and the time in which the applicant is to be selected for the promotion.

Requires certain law enforcement agencies to report by March 1, 2022, and each March 1 thereafter, certain information to the Governor’s Office of Crime Prevention, Youth, and Victim Services regarding law enforcement officer-involved incidents that resulted in a monetary settlement or judgment against the law enforcement agency, requires the Governor’s Office of Crime Prevention, Youth, and Victim Services to adopt certain procedures and compile and report certain information to the General Assembly.

Requires the Maryland Police Training and Standards Commission in consultation with the Maryland Statistical Analysis Center to expand the model policy against race-based traffic stops to include traffic stops based on national origin, religion, gender, gender identity, or sexual identity,requires a law enforcement officer making a traffic stop to report certain information to the law enforcement agency that employs the officer.

Establishes the Citizens Complaint Oversight Board of Charles County to conduct investigations into incidents of alleged police misconduct that occur in Charles County in a fair and timely manner, identify and address patterns of police misconduct, and make recommendations for improving the policies and operations of law enforcement units to reduce incidents of police misconduct,establishes certain requirements for members of the Board,requires the Board to employ staff.

Repeals certain provisions of law relating to the establishment of the Baltimore City School Police Force,prohibits a local school system from contracting with certain law enforcement agencies for a certain purpose,prohibits a local school system from establishing its own police force,alters certain functions and duties of the Maryland Center for School Safety to require the Center to analyze certain data, to certify certain law enforcement coverage, and to submit a certain report.
