Amends the Private College Campus Police Act,provides that information and records in the custody or possession of a campus police department subject to the Act shall be open to inspection or copying to the extent the information and records relate to the members of the campus police department’s exercise of the powers of municipal peace officers or county sheriffs,lists the types of records that are and are not subject to inspection and copying,sets forth provisions concerning record requests.

Mayor strongly disagrees with “defunding the police,” claiming that they do not have the “luxury” to do so like other cities and that they actually need more police,the mayor concludes that they need “a better approach” that is not a “quick fix.” However, the mayor explictly acknowledges the cries for reform and focuses on “healing” the racial inequity by starting with editing their budget, proposing the following: allocating $3.5 million to an AT&T partnership that provides 11,000 poor children with internet for education,divesting $150,000 of Police’s overtime allocation into funding the IPA to coordinate a review of police “use of force” policies,investigating “less-than-lethal” alternatives to use of force and weapons,expanding IPA authroity to ensure police accountability,allocating $200,000 to support a full-time staff for the Office of Racial Equity.

An act to provide for the creation of the commission on law enforcement standards,to prescribe its membership, powers, and duties,to prescribe the reporting responsibilities of certain state and local agencies,to require certain training for law enforcemebt officers,to provide for additional costs in criminal cases,to provide for the establishment of the law enforcement officers training fund,and to provide for disbursement of allocations from the law enforcement officers training fund to local agencies of government participating in a police training program.

Prohibits the search of geolocation data of a group of people who are under no individual suspicion of having committed a crime,prohibits courts from issuing and law enforcement authorities from executing such searches,authorizes the suppression of evidence obtained from or as a result of such searches,establishes a private right of action for individuals whose records were obtained via such searches.

This bill requires each law enforcement agency to ensure that its publicly available policy on the use of force incorporates the following principles: that the primary duty of all law enforcement is to preserve the life of all individuals,that deadly force is to be used only as the last resort,that officers should use skills and tactics that minimize the likelihood that force will become necessary,that, if officers must use physical force, it should be the least amount of force necessary to safely address the threat,and that law enforcement officers must take reasonable action to stop or prevent any unreasonable use of force by their colleagues. This bill also prohibits disciplining a law enforcement officer for reporting a violation of a law enforcement agency’s policy regarding the use of force.

This bill also requires the Law Enforcement Standards Board to develop a model use of force policy for law enforcement agencies. The model policy must address interactions with individuals with mental disorders, alcohol or drug problems, dementia disorders, and developmental disabilities,limit the use of force against vulnerable populations,and include other best practices that LESB
