To amend the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to provide grants to States and units of local government for the video recording of custodial interrogations.

Video recording of custodial interrogations advances 3 important “civic values”: truth finding, efficient and fair administration of justice, protection of constitutional guarantees
– Truth finding comes from the fact that recordings would decrease incentive to fabricate evidence, enhance credibility
– Efficiency arises from higher quality investigations due to better evidence
– Streamlines training of police officers and makes it easier for the public to identify misuses of force by law enforcement/police officers, also in inclusion/exclusion of evidence
Cost of investigation and litigation is lowered when crime solving process is more efficient and accurate
Recordings help identify and avoid biases within law enforcement
Improve public confidence in policing
